Paul Steel
Paul is President of Total Quality Inc (TQI) which he founded in 1991, the longest serving member of the Baldrige Board of Examiners, and an original 1988 Baldrige Award Board of Examiners member (Baldrige recognition). He has served as NIST Examiner, Senior Examiner, and Alumni Examiner--including serving as Baldrige Site Visit Team Leader several years). He is the only person to serve as a Baldrige Senior Examiner in three different decades. He has assessed hundreds of organizations using the Baldrige Criteria and other national and international award Criteria and has led/participated in over 130 actual/internal site validation visits. He has trained more than 14,000 individuals (including hundreds of national Examiners worldwide - see photos). He has had a key role (e.g., Baldrige consultant, assessor, trainer) with at least one organization that has won a national award based on the Baldrige Criteria and/or EFQM most years since 1988 -- even though most clients focus on improvement and not on winning an award. He has assessed 22 national quality award winners since 2007 - far more than anyone else.
He is Lead Examiner/Judge for the Asian Pacific Quality Organization (APQO) and has consulted to organizations in Eurasia (Iran), Asia (e.g., Malaysia, India, Indonesia, Japan, Brunei, Singapore, Thailand, Philippines, China), Europe (United Kingdom, Germany, Denmark, Netherlands, Italy, Belgium, Ireland), the Middle East (Saudi Arabia, Qatar, UAE (Dubai, Abu Dhabi), Kuwait, and Bahrain), Australia, New Zealand, Latin America, North America, and South America. Thousands of organizations (see list) worldwide use TQI's Baldrige services and/or software. Paul has performed hundreds of total management system assessments worldwide and led several total management system development and implementation projects. He has more than 25 years of application, management, education, and consulting experience in the organizational excellence field. His international consulting experience includes over 245 consulting assignments in Europe, Asia-Pacific, the Middle East, Australasia, and South America. He has worked extensively with several national award winners and seven years with quality gurus Dr. Armand (Val) Feigenbaum and Dr. W. Edwards Deming. He was the only external consultant Xerox of Europe used to prepare them in winning the European Quality Award (EQA/EFQM). He has worked in more than 30 countries. Telecom New Zealand used him in winning the New Zealand Business Excellence Award. Ten of the top 30 service and top manufacturing organizations in the United States have use/used him in Baldrige improvement project leadership roles. He has led Baldrige improvement projects for health care, public sector, education, service, manufacturing, and smaller organizations. His public sector experience includes 6 major US government agencies and dozens more worldwide. The New Zealand Business Excellence Foundation (NZBEF) selected him to help launch their National Award in 1993 and six times since to train their national Evaluators. He has also served the New Zealand Government in developing their national excellence award program and training their national assessors several times since 1993. He has contributed for six years to TELKOM Indonesia which won the first Indonesian Quality Award. He is an Indonesian Ministry of State-Owned Companies-authorized Baldrige consultant and International Assessor for the Singapore Quality Award. In Malaysia, he has trained the national Examiners and Judges for the Prime Minister's Quality Award.
He is the developer of Baldrige Best Practice CORE Processes, Integrated Criteria Response Templates, the innovative integrated Baldrige Criteria, and the Total Baldrige Management System which are applicable for the Baldrige, major Asian, Australian, New Zealand, and European Award criteria (EFQM).
His popularity for speaking engagements including conferences, seminars, symposiums, and other public presentations has grown strongly in recent years (See: major presentation, seminar and conference photos).
Paul was mentored by and a colleague of the two best quality gurus. His work with Ford Motor Company included the lead technical role reporting to quality guru Dr. W. Edwards Deming in developing and implementing the Statistical Process Control and teamwork program at Ford and its suppliers. His responsibility included quality system approval certification for more than 10,000 Ford suppliers and launch team quality leader on eight new vehicle launches. Paul also served as Paccar's first Corporate Director where he launched and implemented the Paccar Integrated Quality System and supplier management department. Also earlier, he worked as a management process system project leader for quality guru Dr. Armand V. Feigenbaum, originator of "Total Quality Control" and former head of ASQ and the International Academy of Quality. This included assessment, development and implementation of total process and/or management systems in Europe, South America, and North America.
He is a founder and served as a Washington State Quality Award (WSQA) Judge/Board of Directors Member for 12 years. He serves on the jury for the Dubai Business Award and has served on the KPMG Technical Advisory Committee and as a Fortune Magazine Best Practices Awards Judge. He is a Senior Member of ASQ.

He has conducted Executive Achieving Excellence Seminars/Conferences/Symposiums which have been attended by more than 1,100 CEOs from around the world since 2002.
